Asset freeze and transaction ban: Ukraine imposes sanctions on Russian oligarchs' companies

Ukraine has imposed new economic and personal sanctions against Russian oligarchs' companies. These include 19 Russian energy companies of the Novatek group, 4 companies supplying titanium to the Russian Federation, 2 metallurgical companies of Russian oligarch Lisin, Volga Abrasive Plant and Volgaburmash.

This is stated in the Decree of the President of Ukraine dated May 1, 2025 No 268/2025

The sanctions include asset blocking – temporary deprivation of the right to use and dispose of assets that directly or indirectly belong to an individual or legal entity, complete cessation of trade transactions, complete cessation of the transit of resources, flights and transportation through the territory of Ukraine, prevention of the withdrawal of capital outside Ukraine, suspension of the fulfillment of economic and financial obligations, termination of licenses and other permits for the use of subsoil, prohibition of participation in the privatization or lease of state property.

“New “sanctions” Decrees are on the website, and sanctions are in the NSDC register. We will synchronize everything with partners ”, - Vladyslav Vlasyuk, the Presidential Commissioner for Sanctions Policy of Ukraine, commented on the introduction of sanctions.

Recall that recently, the Ukrainian Pravda newspaper conducted an investigation and found out that the second richest person in the Russian Federation, the owner of the Novolipetsk Metallurgical Plant (NLMK), Vladimir Lisin, is actively cooperating with Russian enterprises that produce missiles, drones and nuclear weapons. At the same time, two of Lisin's factories continue to operate peacefully in the suburbs of Brussels, and Lisin himself, despite his close friendship with Putin, is not under EU sanctions.

Earlier, Vlasyuk also stated that in 2023, Russia exported metal products to the EU worth €3 billion. At the same time, the Russian NLMK, which supplies metallurgical slabs to the EU, is also the monopoly producer in Russia of special electrical steel, which is critically important for the Russian defense industry.
