Blocking of cards, fines and other bans: what restrictions await those who evade mobilization

The draft law on strengthening mobilization in Ukraine provides for a number of measures that can be applied to Ukrainians for refusing to report to the TRC.

The draft law is available on the Parliament's website.

The bill states that so-called "temporary measures" may be applied to citizens who "violate the law".

Evaders will be included in the Unified Register of Debtors. They will also be subject to a number of restrictions.

In particular:

  • A ban on traveling abroad: it is unclear whether this is only for the duration of the war or after it ends.
  • A ban on transactions with movable and immovable property: it will be impossible to buy, sell, donate, register a car, apartment, house, and so on.
  • Restrictions on the right to drive a vehicle and obtain a driver's license.
  • Restriction of the right to manage funds and other valuables: most likely, this article provides the blocking of bank accounts.
  • Refusal to sign loan agreements: evaders will not be granted loans.
  • Cutting off benefits and services from the state.

According to the bill, people who are abroad and evade mobilization will not receive consular services at Ukrainian diplomatic missions abroad if they do not have military registration documents.

In addition, for "violation of the legislation on military duty," Ukrainians are going to be fined from 34 to 85 thousand hryvnias. And if it was committed "under the conditions of a special period," the amount of the fine increases significantly - from 153 to 204 thousand hryvnias.

It is also no longer possible to refuse to undergo a military medical commission. If you refuse, you may be imprisoned for a period of three to five years.
