77% of Ukrainians oppose elections if Ukraine has a temporary ceasefire without security guarantees. Citizens believe that elections should only be held "after security guarantees or a final peace agreement and a complete end to the war."
This is evidenced by the results of a sociological study by the Kyiv International Institute of Sociology (KIIS), conducted from March 12 to 22, 2025.
At the same time, 8% answered that in such conditions it is worth holding elections, and 11% answered that elections should be held right now, without even waiting for a truce.
Overall, 19% support holding elections now or in the event of a ceasefire, even without security guarantees.
KIIS notes that even after a possible truce and with certain security guarantees, 78% of respondents are against holding elections.
"Even in the event of a truce with security guarantees, the absolute majority – 78% – are against holding elections and say that elections should be held after a final peace agreement and a complete end to the war. In total, 19% support holding elections (after a truce with security guarantees or even right now)," the KIIS study says.
