UAH 113 million allocated from the budget for consultants for the agreement with the US on minerals: details

The Ukrainian government has allocated 113 million hryvnias from the state treasury's reserve funds for consultants to prepare an agreement with the United States on minerals.

This is evidenced by the relevant order.

According to Order No. 316-p "On the Allocation of Funds from the State Budget Reserve Fund" dated April 8, 2025, the funds will be received by consultants. Experts will be involved to prepare a draft agreement that will take into account the specifics of the legislation of Ukraine and the United States.

As noted, the money will be transferred to two departments. Namely:

  • The Ministry of Economy - 59 million hryvnias;
  • The Ministry of Justice - over 54 million hryvnias.

It is emphasized that the funds will be allocated on a non-refundable basis. That is, neither the Ministry of Economy nor the Ministry of Justice will return them.

The specified ministries are required to engage consultants by April 15, 2025.

As Apostrophe reported, the interim version of the US-Ukraine agreement on mineral development includes clauses on their extraction by both state and private companies. The agreement will apply to the entire territory of Ukraine.

We also wrote that the new draft agreement covers infrastructure related to the exploitation of natural resources, including roads, railways, pipelines, ports and processing plants. The money received is proposed to be converted directly into foreign currency and sent abroad.

It is worth noting that, according to The Washington Post, the new version of the minerals agreement looks as if Ukraine lost the war to the US.
