The text of the memorandum of intent between the United States of America and Ukraine to conclude a formal agreement on economic partnership and a reconstruction investment fund has been published.

"Memorandum of Intent between the Government of the United States of America and the Government of Ukraine to finalize a formal agreement on an economic partnership and a reconstruction investment fund.
Whereas the United States of America provided substantial financial and material support to Ukraine following Russia's full-scale invasion of Ukraine in February 2022;
Whereas the American people seek to invest with the Ukrainian people in a free, sovereign, and secure Ukraine;
Whereas the United States of America and Ukraine seek to achieve lasting peace in Ukraine and a long-term partnership between the two peoples and governments;
Whereas the United States of America and Ukraine recognize the contribution that Ukraine has made to strengthening international peace and security by voluntarily abandoning the world's third-largest nuclear weapons arsenal;
Whereas the United States of America and Ukraine intend to establish a reconstruction investment fund as part of an economic partnership between the two peoples and governments;
Whereas the United States of America and Ukraine held highly productive technical consultations in Washington, D.C., recently, on April 11–12, 2025, to finalize negotiations on an agreement to establish a reconstruction investment fund;
Whereas the United States respects Ukraine's intention to avoid conflicts in the preparation of the agreement with its commitments under the European Union accession process or obligations to international financial institutions and other official creditors;
Whereas , without prejudice to any political or legal procedures necessary to finalize the agreement, the Prime Minister of Ukraine, Denys Shmyhal, will visit Washington, D.C., the week beginning April 21, 2025, to meet with U.S. Treasury Secretary Bessant and provide high-level support to complete technical discussions on the terms of the agreement on the establishment of a reconstruction investment fund. The negotiating teams are expected to report on progress made by April 26, 2025, with a view to completing the discussions by that date and signing the agreement as soon as possible;
" Now , in witness whereof, the Government of the United States of America and the Government of Ukraine do hereby enter into this Memorandum of Intent for the purpose of completing as soon as possible the necessary documentation for the conclusion of an agreement on economic partnership between the peoples of the United States of America and Ukraine through the establishment of a reconstruction investment fund."
At the same time, the Minister of Economy of Ukraine Yulia Svyrydenko reported on Facebook:
"Today, we took a step towards a joint Economic Partnership Agreement with the United States. Ukraine and the United States of America signed a Memorandum, which demonstrates the constructive joint work of our teams and the intention to finalize and conclude an agreement that will be beneficial to both our peoples."
According to her, the creation of the Investment Fund for the Reconstruction of Ukraine is currently being prepared. The corresponding agreement, as Svyrydenko explains, will open up opportunities for significant investments, infrastructure modernization, and mutually beneficial partnership between Ukraine and the United States - this is precisely the purpose for which the teams are working on the document.
"It is important that we confirm with our agreements the desire of the American people to invest together with the Ukrainian people in a free, sovereign and secure Ukraine. Ahead is the finalization of the text of the Agreement and its signing. And then - ratification by parliaments ," the minister concludes.
Recall that the day before, in an evening address, President Volodymyr Zelensky spoke about the final stage in developing key legal points in the agreement with the United States on rare earth metals.
