President of Ukraine Volodymyr Zelenskyy has implemented the decision of the National Security and Defense Council to impose personal sanctions against former advisor to the head of the President's Office, Oleksiy Arestovych.
This is stated in the decree of the head of state No. 267/2025.
In particular, Arestovych should be stripped of Ukrainian state awards, his assets should be frozen, trade operations should be restricted, and the transit of resources, flights, and transportation through the territory of Ukraine should be stopped.
In addition, he is not allowed to distribute his media on the territory of Ukraine, and his licenses to carry out certain types of activities must be terminated.
In more detail, the NSDC decision includes:
1) deprivation of state awards of Ukraine and other forms of honor;
2) blocking of assets – temporary deprivation of the right to use and dispose of assets belonging to an individual or legal entity, as well as assets in respect of which such an individual may directly or indirectly (through other individuals or legal entities) perform actions identical in content to the exercise of the right to dispose of them;
3) restrictions on trading operations (complete cessation);
4) restriction, partial or complete cessation of the transit of resources, flights and transportation through the territory of Ukraine (complete cessation);
5) preventing the withdrawal of capital outside Ukraine;
6) suspension of the fulfillment of economic and financial obligations;
7) ban on the distribution of media on the territory of Ukraine;
8) termination or suspension of licenses and other permits, the receipt (availability) of which is a condition for carrying out a certain type of activity, in particular, termination or suspension of special permits for the use of subsoil;
9) prohibition of participation in privatization, leasing of state property by residents of a foreign state and persons who are directly or indirectly controlled by residents of a foreign state or act in their interests;
10) prohibition of the use of the radio frequency spectrum of Ukraine;
11) restriction or termination of the provision of electronic communications services and the use of electronic communications networks (complete termination);
12) prohibition of public and defense procurement of goods, works and services from legal entities - residents of a foreign state of state ownership and legal entities, a share of the authorized capital of which is owned by a foreign state, as well as public and defense procurement from other business entities that sell goods, works, services originating from a foreign state to which sanctions have been applied in accordance with this Law;
13) prohibition or restriction of entry of foreign non-military vessels and warships into the territorial sea of Ukraine, its internal waters, ports and aircraft into the airspace of Ukraine or landing on the territory of Ukraine (complete prohibition);
14) a complete or partial ban on transactions involving securities issued by persons subject to sanctions under this Law (complete ban);
15) prohibition of increasing the size of the authorized capital of business companies, enterprises in which a resident of a foreign state, a foreign state, a legal entity in which a non-resident or a foreign state is a participant, owns 10 percent or more of the authorized capital or has influence on the management of the legal entity or its activities;
16) termination of trade agreements, joint projects and industrial programs in certain areas, in particular in the field of security and defense;
17) prohibition of the transfer of technologies and rights to intellectual property rights;
18) cessation of cultural exchanges, scientific cooperation, educational and sports contacts, and entertainment programs with foreign states and foreign legal entities;
19) cancellation of official visits, meetings, negotiations on the conclusion of contracts or agreements;
20) prohibition on acquiring ownership of land plots;
21) other sanctions that comply with the principles of their application established by this Law (prohibition of concluding contracts and performing transactions; restriction by providers of electronic services (social media services) of access from the territory of Ukraine to content posted on websites / channels www.youtube.com/@arestovych, t.me/O_Arestovich_official, facebook.com/alexey.arestovich, instagram.com/alexey.arestovich).
As is known, Arestovych was an advisor to the head of the Office of the President of Ukraine from 2020 to 2023. Since the beginning of Russia's wide-scale invasion of Ukraine on February 24, 2022, he has held daily briefings on the situation at the front on behalf of the Office of the President of Ukraine. He left Ukraine in 2023.
Known for his predictions, Arestovych's statements on language and cultural policy, in particular the role of the Russian language in Ukraine, as well as the LGBT community, women in the armed forces, and other issues, often come into the media spotlight and are ambiguously perceived by the public.
By the way, in March, on his Facebook page, former advisor to the Office of the President of Ukraine, politician and blogger Oleksiy Arestovych once again distinguished himself with his publication - he compared himself to the gods , causing a wave of laughter.
