Zelenskyy reveals details of launching a special tribunal against Russia

The Office of the President of Ukraine has revealed details of the launch of the work of a special tribunal on the crime of Russian aggression against Ukraine. The relevant work will start in 2026.

This was reported by the deputy head of the OP Iryna Mudra, Ukrinform writes.

As Mudra noted, a legal basis for the functioning of a special tribunal on the actions of the Russian Federation may appear this year. The parties already have a clear vision of the process of creating a tribunal in The Hague.

"The special tribunal may start operating next year. This year we are finishing the legal framework and starting to form the special tribunal: recruiting judges, a secretariat, implementing rules and regulations, and procedures," she specified, noting that the main thing is the inevitable restoration of justice for those who commit the crime of aggression against Ukraine.

According to her, there is already a draft statute that fully regulates all the norms of the special tribunal's activities organizationally, functionally, and legally. It will be created in two years, which is a fairly quick time frame, given the complex and sensitive issues on which a compromise had to be sought.

Regarding the meeting of the heads of the Ministries of Foreign Affairs of the Coalition of States to politically approve the creation of a special tribunal for the crime of aggression against Ukraine on May 9, she noted that all the work that has been carried out so far by legal advisors from 40 countries and which resulted in the development of a package of documents will receive political support.

"This will be an expression of political support for the further transfer of all developments to the Council of Europe for actual implementation. That is, the Council of Europe will take the necessary steps to create a special tribunal," the Deputy Head of the President's Office added.
