Deputy head of "UkrSpetsExport" Pavlo Starynets hid from declaring SUVs, a large mansion and an elite restaurant.

Pavlo Starynets is the Deputy Director of the state defense enterprise "UkrSpetsExport". This company and its subsidiaries have the exclusive right to export military equipment and weapons. As journalists noted, in the Declaration of the official no cars or restaurants were specified. Also they emphasized that the life of Starynets, despite his official salary, is similar to life of an oligarch.
Journalists conducted their own investigation and found that the estate of the Deputy head of the enterprise is located on a hectare of land. It is a huge house on 630 square meters. According to the expert on real estate Yurit Novoselka, the cost of such object in the market starts from UAH 10 million.
"The estate was bought at the end of 2014. That year, the salary of Pavlo Starynets in "UkrSpetsExport" was on average UAH 25 thousand per month. In the previous year, it was even less - an average of UAH 21 thousand. And 2 years before the purchase of the house his salary was UAH 15 thousand per month. Totally for the previous decade of the work in “UkrSpetsExport” all his official income, imagine that he did not spend anything, would have covered only a quarter of such a house. His wife Olena also worked in "UkrSpetsExport," the message stated.
The cottage itself is registered in the name of the mother of Starynets, who has long been retired. Before that, she worked at the National Bank of Ukraine. Her husband has not owned a business for about ten years, he is also a pensioner. Answering the question of journalists about the origin of money, the mother of the official assured that her husband had earned funds for this house in the ninetieth, building chicken coops.
Also, in addition to the elite mansion the family owns a number of cars. They include, among others, LAND ROVER DISCOVERY SPORT. The price of such a can from an official dealer is one and a half million hryvnias.
Journalists noticed at the house of the official one more such car just with different number plate. The both have "family" numbers of the official "7877", only with different letters. Similar numbers are assigned to his old Honda car which was stated in the Declaration. Similar numbers were assigned to the official’s working car Toyota Highlander, which SE "UkrSpetsExport" bought for the official alongside with "the family" numbers "7878".
The journalists emphasize that the official also owns a seafood restaurant called "Fisher". During the working week, journalists recorded as the Toyota of "UkrSpetsExport", which is used by Pavlo Starynets, driven by his personal driver comes to the restaurant. The driver of the Deputy head of "UkrSpetsExport" daily brings documents to the restaurant.
The restaurant "Fischer" is registered in the name of Serhii Kovalenko, who works at the Internet- provider "Volia Kabel". According to the website Work.ua, in March this year allegedly the owner of elite restaurant tried to get position with the salary about UAH 20 thousand. And in the CV it is specified that during recent years he worked in the call-center of telecommunication provider "Volia".
"In the social network "Odnoklassniki" the father of the official - Viktor Starynets, indicated sister of Serhiy as his niece, and she accordingly indicated him as an uncle. So, the nominal owner of restaurant "Fisher" and the defense official Pavlo Starynets are relatives," the message noted.
It is noted that Pavlo Starynets was appointed to the position of Deputy Head of “UkrSpetsExport” in June of 2018, before that he worked as an assistant to the Deputy of the State Enterprise, as well as in the subsidiary company - "Spetstechnoexport".
Now SE "UkrSpetsExport" and its subsidiaries enter the picture within dozens of criminal proceedings. Officials of the Ukrainian special exporter are suspected of legalization of proceeds from crime, forgery, abuse of office, embezzlement of property.
