Due to yesterday's missile attack on Chernihiv, which resulted in a large number of injuries and deaths, the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets addressed international organizations with some demands.

He published an urgent appeal to international organizations because of yesterday's missile attack on Chernihiv by a terrorist country - the appeal is addressed to:
- UN Secretary General,
- The UN High Commissioner for Human Rights,
- UN Resident Coordinator in Ukraine,
- UN Monitoring Mission in Ukraine,
- The President of the UN Security Council, the Temporary Representative of the Republic of Malta to the UN,
- President of the UN General Assembly,
- Executive Director of UNICEF,
- President of the OSCE Parliamentary Assembly,
- OSCE Office for Democratic Institutions and Human Rights,
- Amnesty International,
- Human Rights Watch,

Council of Europe Commissioner for Human Rights,
- President of the ICRC.
The appeal emphasizes that such shelling is regarded as a gross violation of IHL and the Geneva Conventions by Russia:
"The aggressor targeted civilian infrastructure: medical facilities and residential buildings. The missile attack was carried out at the peak of the working day."
Lubinets notes that the missile strike killed 18 people in the city and injured more than 70 others, including children.
"This is not the first time that civilians have been killed because of Russia's insidiousness! These are crimes, and Russia must be held accountable," the Ombudsman said and made the following demands:
- condemnation by international organizations of Russia's crime and all other similar crimes;
- concrete steps to punish those who give criminal orders and those who direct missiles at civilian infrastructure;
- comprehensive assistance to Ukraine, in particular by means of air defense.
In addition, it is noted that yesterday a Representative of the Ukrainian Parliament Commissioner for Human Rights in Chernihiv Region, Larysa Shumna, who worked at the scene, also joined the work of the operational headquarters to eliminate the consequences of the missile attack. They managed to discuss with international partners and local authorities the issue of providing financial assistance to the victims, as well as construction materials.
The report adds that from today, April 18, the Single Center will start working, which will involve the staff of the Ombudsman's Office in Chernihiv Region - its goal will be providing assistance to the affected residents.
He also showed some footage of the consequences of the enemy attack on Chernihiv.
