What is the "Joker" Telegram channel and why was it blocked?

The Telegram channel "Joker", which has several hundred thousand subscribers, has been blocked. It is reported that "this channel has been blocked due to the distribution of personal information of individuals without consent (doxxing)."

The Joker Telegram channel appeared in 2019 and is associated with 30-year-old Roman Kravets, a former prankster who was once a member of the Servant of the People party and number 153 on the electoral list, but did not make it to parliament.

In 2022, the SBU, in response to a request from People's Deputy Iryna Gerashchenko, reported that the channel belongs to the list of pro-Kremlin resources that are "used by unidentified persons to carry out destructive information activities to the detriment of the state security of Ukraine."

In 2024, Kravets stated that he was "Joker", but sold the channel 2 years ago for $2 million, but he does not know to whom. Later, he stated that he does not have access to the channel, but is on friendly terms with the new owner and can even ask to post or delete posts.

According to journalistic investigations, Kravets likely communicated with the Office of the President.

Doxing, doxing (documents dropping), in which "Joker" is accused, is the practice of collecting and publishing personal or identifying information about a specific person or organization. To collect information, Internet searches, research in social networks, checking in publicly available databases and in illegally obtained databases of certain organizations, social engineering methods, surveillance, hacking are used. Doxing is often used as a method of influence (in particular political), revenge, harassment and blackmail.
