Attempts to engage Russia in a peace dialogue have demonstrated the Kremlin's desire to continue the war. Perhaps US leader Donald Trump has realized the need to continue supporting Kyiv and is now trying to explain to his voters that he will do so not like his predecessor, but for the benefit of his people. However, according to this logic, signing a framework agreement would be enough.
Oleksandr Merezhko, the chairman of the Verkhovna Rada Committee on Foreign Policy and Interparliamentary Cooperation, told Apostrophe about this.
According to him, the new agreement involves a long process before signing, as it is necessary to form a delegation, discussions are needed, and the involvement of specialists from the Ukrainian side, not only lawyers, but also economists, because we are talking about Ukraine's resources.
"He is proposing a new offer, a new proposal. But if we are talking about an international treaty, then this is a very long story... What is especially interesting is that there is Article 13 of the Constitution regarding subsoil, about the natural wealth of the country, which belongs to the people. This is a very serious matter that requires resolving many aspects... There are examples of international conventions, treaties that have been prepared for almost decades. I am not saying that such a long process is required here, but it takes months or even years," Merezhko explained.
At the same time, he emphasized that according to the Constitution, if it comes to ownership of natural resources, it is necessary to organize a referendum.
"Concluding an international treaty is half the battle. Because a treaty creates rights and obligations for states. It does not have direct effect in national law. In order for such an effect to be direct, so-called implementing legislation must be created. And this is also a story. It can be quite long," summed up the head of the Verkhovna Rada Committee on Foreign Policy.
