President of Ukraine Volodymyr Zelensky approved the deoccupation strategy for Crimea

On Wednesday, March 24, President of Ukraine Volodymyr Zelensky, according to presidential decree No.117, put into effect the decision of the National Security and Defense Council of Ukraine of March 11, 2021 "On the Strategy of Deoccupation and Reintegration of the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the City of Sevastopol", as was reported on the official webpage of the president.

According to the published text, the strategy defines "a set of measures of a diplomatic, military, economic, information, humanitarian and other nature aimed at restoring the territorial integrity and state sovereignty of Ukraine within internationally recognized borders through the deoccupation and reintegration of Crimea".

In accordance with the strategy, Ukraine does not recognize the automatic acquisition of Russian citizenship by the residents of Crimea, the results of elections and referendums, and any transactions carried out in the temporarily occupied territory in violation of Ukrainian law. At the same time, Ukraine is taking measures to ensure that the residents of Crimea can exercise their rights and legitimate interests in the social, humanitarian, educational, medical, legal and other spheres in the controlled territory, including opening and developing centers for the provision of administrative services near the administrative border.

According to the Strategy, within the framework of the state policy to ensure the deoccupation of the territory of Crimea, Ukraine initiates an international negotiation process to determine the modalities of the liberation of the temporarily occupied territory and the restoration of the constitutional order of Ukraine within this territory, based, in particular, on the provisions of the Memorandum on Security Guarantees in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons (Budapest Memorandum), as well as on the results of the activities carried out in frames of the Crimean Platform.

"Ukraine is developing the Crimean Platform as a key foreign policy tool for consolidating international efforts aimed at deoccupation and restoring the territorial integrity of Ukraine, overcoming the consequences caused by the temporary occupation of Crimea and the city of Sevastopol by the Russian Federation, as well as protecting the rights and interests of citizens of Ukraine," the text of the Strategy reads.

The presidential press service stressed that this document gives a clear signal to the international community that "Ukraine is consistent in its actions to restore the territorial integrity initiated as a result of the Russian Federation's disregard for its international obligations".It is also a call for the unification of international efforts in the protection of international law and the development of peace and security in Europe.
