"Preliminarily, the strike hit a residential area in Kharkiv. Information about the victims and possible destruction is being clarified," Mayor of Kharkiv, Ihor Terekhov wrote.
It is also reported that a column of smoke is rising in the sky after the explosion.
"Preliminarily, there is a hit in the Shevchenkivskyi District of Kharkiv, said Mayor Terekhov. An explosion occurred in the northern part of Kharkiv a minute before the air raid was announced," the statement said.
