Russia created a 5-kilometer buffer zone with the occupied parts of Donetsk and Luhansk regions of Ukraine.
This was announced by the Governor of the Rostov Region Vasily Golubev.
"I signed a decree establishing a 5-kilometer special zone on the administrative border with the ‘Donetsk and Luhansk People's Republics’. A special legal regime similar to the border zone has been established on this territory. Staying and movement in the special zone is possible only with identity documents. In addition, it is forbidden to stay in the 100-meter zone without a 12-hour prior notice to the Border Guard Department of the Russian Federal Security Service in the region. This decision was made following a meeting of the Rostov Region Operational Headquarters. This measure will create conditions to protect against the infiltration of terrorists, extremists and their supporters, illegal movement of weapons, ammunition and sabotage means into the region," Golubev wrote.
"In response to your questions, I would like to clarify that the new decree establishing a 5-kilometer special zone on the administrative border with the ‘Donetsk and Luhansk People's Republics’ will not change the operation of checkpoints for citizens. Also, owners of land plots and premises located within the 100-meter strip of land within the special zone may stay on these plots without any restrictions. Employees of state and municipal institutions performing official duties are not restricted from staying within the 100-meter zone. At the same time, citizens who plan to stay in the 100-meter zone and do not belong to any of these categories must inform the specialists of the FSB Border Guard Department in the region about their intentions," Golubev added.
