WHO IS RESPONSIBLE FOR MOBILIZATION? Why do we have such problems with mobilization? Because no one is dealing with it! Yes, it is strange, but a fact. Now, when the army is in such dire need of replenishment, when Russia is constantly increasing the manpower of its hordes — in fact, there is no one in our state who would really be involved in the policy of recruiting people into the army.
The CCC is not a state body that has the authority to implement any policy in the field of mobilization or recruiting. According to the legislators, it is only an EXECUTOR that processes the flow of mobilized and recruited people. And this flow should be generated by a certain STATE POLICY in this area, a certain set of measures.
The CCC works with the result of the “mobilization policy.” But this policy itself is not being implemented by anyone here.
But for some reason it happened that everyone expects the Central Committee of the Soviet Union to solve the problems with mobilization. The army, which is supposed to deal with front-line issues, has been made the last resort in the process that concerns the rear, the organization of life in the entire country.
Imagine: a commander sits at the command post of a group of troops, giving combat orders around the clock — for example, to transfer artillery and UAV units to the junction of two brigades near Pokrovsk, where the Russian offensive is currently underway. And at the same time, he has to figure out how the Central Military District will implement mobilization plans, in conditions where there are neither proper incentives nor real punishments for evasion for those mobilized.
Nonsense? Absurd?
No, this is reality. This commander's last name is Drapaty. He simultaneously commands a direction at the front, leads an entire branch of the army (land forces), and at the same time has to deal with providing the Defense Forces of Ukraine with new personnel.
Is this normal? What, are there no more public administration specialists in the state who could take on this issue? Is it true that, apart from the combatant military leaders Syrsky and Drapaty, no one has time to deal with this right now? Should we definitely blame it on those who are currently fighting 24/7?
Mobilization is a huge set of measures that need to be carried out, and for which the army has neither the authority nor the capacity. Because, you know, it is a bit busy right now.
For example, there is a critical need to study public sentiment, to do sociology, including in-depth sociology. Is this the task of the General Staff?
Financial plans also need to be considered, because material incentives are an important factor in recruiting. The Ministry of Finance, the National Bank, and the Ministry of Economy can do this. But they are not part of the General Staff.
Or should we give a crackdown to the law enforcement system, which has now removed itself from punishing evaders, SZChshniks, and deserters - then how can the General Staff do this?
Or if sanctions need to be applied against these categories — such as seizure of property, etc. — then can the General Staff handle this, and not the courts with the prosecutor's office and other law enforcement agencies? The courts, the prosecutor's office, the State Bureau of Investigation and the BEB with the NABU — are not units of the General Staff.
Or another living example - it is necessary to massively recruit foreigners, there are tens of thousands of willing ones. But they cannot get into Ukraine, because they need specific assistance from the Ministry of Foreign Affairs. And the Ministry of Foreign Affairs is not subordinate to the General Staff.
It is necessary for someone higher up in the state to take responsibility, coordinate the work of the Cabinet of Ministers, the National Security and Defense Council, the Verkhovna Rada, dozens of state bodies and institutions. The General Staff, despite all its authority, is not enough here.
And then, perhaps, interesting, previously unseen things will appear. Perhaps it will turn out that the country is not so tired of the war, that its top and bottom are still ready to provide the appropriate human resources, to cover not only current needs, but also to provide a temporary rest for those who have been fighting non-stop for four years?
