The European Union is to lift restrictions on free entry of Ukrainians

The European Union has included Ukraine in the "green list" of countries, special administrative regions and other entities and territorial authorities for which travel restrictions should be lifted.

This was tweeted by Brussels Radio Liberty journalist Rikard Jozwiak. According to him, the EU ambassadors made an akin decision on July 14.

"EU ambassadors today decided to add #Ukraine to the recommended list of third countries for which travel restrictions to the EU should be lifted. The list should be officially updated tomorrow. #Moldova #Armenia & #Azerbaijan already on it," he reported on his Twitter account.

It is also important to understand that decisions of the EU Council are not legally binding instruments. The authorities of the member states remain responsible for implementing the content of the recommendation. They may, in full transparency, lift only progressively travel restrictions toward countries listed.

Since the Council adopted a recommendation on the gradual lifting of the temporary restrictions on non-essential travel into the EU on June 30, 2020, the EU created an initial list of countries for which member states should start lifting the travel restrictions at the external borders. The list is reviewed every two weeks and, as the case may be, updated.

The EU last updated the list of "safe" countries on July 10, including Armenia, Azerbaijan, Brunei Darussalam, Canada, Jordan, Montenegro, Qatar, Republic of Moldova, Saudi Arabia.

According to the formula used when updating the list, it is necessary to have less than 100 new cases per 100,000 population in 14 days.
