The morning combined Russian attack on Ukrainian cities has led to the introduction of blackout schedules - the situation in Kharkiv and the region remains difficult, traffic lights, subway and trolleybuses are not working.

It is noted that in seven regions of Ukraine, including Kharkiv, power supply was cut off. NEC "Ukrenergo" stated that the situation there remains difficult:
"The most difficult situation is in Kharkiv, Odesa, Kirovohrad, and Dnipro Regions."
The Head of NEC "Ukrenergo" Volodymyr Kudrytskyi emphasized that in Kharkiv, the enemy literally tried to destroy all the main energy facilities to de-energize the city. He stresses that the situation in Kharkiv itself is extremely difficult.
"While NEC "Ukrenergo" specialists are restoring substations and the functioning of some damaged power plants, there is a need to operate at reduced load for some time. This is important for the integral operation of the energy system," said the CEO of "Ukrenergo".
Oleksiy Kuleba, Deputy Head of the Presidential Office, wrote on his Telegram page that Kharkiv and the settlements of Kharkiv Region, including Pervomaisk Community in Lozova District, have been temporarily without electricity. He emphasizes that some other cities in the region are partially without electricity:
"Other cities in the region - Krasnohrad, Oleksiyivka Community, Kupyansk District - are partially without electricity. The region is introducing blackout schedules to save the power grid."
Kuleba adds that the total number of people who have no access to electricity reaches 700,000 consumers.
The Head of Kharkiv Regional State Administration, Oleh Syniehubov, also wrote: "About 700,000 consumers are without electricity. We are working to eliminate the consequences. The situation is under control, specialists are working."
He emphasized that there is a possibility to recharge devices at the Points of Invincibility. He also pointed out that due to power outages, air raid alerts will be sent via sound notification to mobile phones, and additional notifications will be provided by the State Emergency Service and the National Police via loudspeakers and walkie-talkies.
In the morning, the Mayor of Kharkiv, Igor Terekhov, wrote that due to the power outage at pumping substations, there were problems with water supply in the city, and electric transport was not running: "transportation will be carried out by buses under the blackout scheme."
He later added that traffic lights were not working in the city: "traffic lights are not working in the city. I appeal to drivers to be as careful as possible on the roads to avoid accidents."
At the same time, Kharkiv Metro wrote that "due to a massive missile attack on the city, the subway is currently operating exclusively as a shelter."
