"We have reached agreement on a bipartisan deal on national security that includes the toughest and fairest set of border reforms in decades. I strongly support it," he noted.
He said if the Kremlin's appetite for control over Ukraine is not curbed now, Putin will go further and the United States will have to spend more on security.
Biden appealed to Congress to pass the bill, developed on the basis of a bipartisan agreement, as soon as possible.
