The Ministry of Foreign Affairs of the Russian Federation published correspondence between the head of the ministry, Sergei Lavrov, with colleagues from France and Germany in order to avoid distortions of Moscow’s position regarding the meeting of diplomats in Normandy format. The message appeared on Wednesday, November 17, on the Ministry's website.
According to the published verbal notes and diplomatic letters, recently, the position of Russia, its role in the internal Ukrainian settlement, and approaches to the holding of a possible ministerial meeting in the “Normandy format” have been distorted.
To prevent further speculation, the Russian Foreign Ministry decided to publicize the primary sources and publish the diplomatic correspondence of the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov with the heads of the foreign affairs agencies of Germany and France H. Maas and J.-I. Le Drianne.
Inter alia, Kremlin seeks to raise the following issues during the meeting:
- constitutional reform in Ukraine, which would involve decentralization and a special order of the LPR/DPR local self-government;
- adoption of a law that will prohibit the prosecution and punishment of persons involved in the events in Donbas;
- "all for all" prisoners exchange;
- opening two сheckpoints – in Zolote and Shchastia.
