One category of men can be forcibly taken to the TCC: who is on the "black list"

The mobilization of conscripts continues in Ukraine. In particular, it is stipulated that all citizens aged 18-60 must register for military service. Instead, men who evade service under a call-up and refuse to submit updated data may be forcibly brought to the military registration and enlistment office.

This was stated by Roman Bodnar, Deputy Head of the Ivano-Frankivsk Regional TCC, Head of the Mobilization and Defense Sector, in an interview with Zakhidnyi Kurier.

He noted that the register of conscripts, Oberih, has been launched in the region, with about 90% of those liable for military service already registered:

"We already have the Oberig system working, where the data of about 90% of those liable for military service are entered. It receives data from various registers, but not all of them yet. All these people are officially wanted by the police. The police have the right to forcibly bring people who are in this database to the TCC in the form of administrative detention."

Bodnar notes that access to the register is closed: "...only TCC and the Border Guard Service have access to it."

He points out that a person is placed there if he or she does not appear upon summons and has not provided the data required by law or otherwise evaded the military service: "Such a citizen is marked as a wanted person."

A person whose data has been entered into the database is officially wanted by the police, and can be stopped on the street, checked in the Oberig database, and forcibly brought to the TCC:

"As of December 2023, there were 36 000 such persons in our region. This year, another three thousand citizens have been added to this database. All these people are officially wanted by the police. Therefore, we should not be surprised when someone liable for military service was stopped on the street, checked in the Oberig database and immediately forcibly taken to the TCC. Because since the beginning of the war, there have been a lot of people who have received summonses, did not come to us and think that no one will look for them."

He also talks about possible unpleasant situations when a person does have the right to a deferment from military service, but has not managed to submit updated data to the TCC:

"...there may be such unpleasant moments when a person who is really eligible for a deferment but has not submitted this data to the TCC, when traveling abroad, shows documents, for example, for the paternity of three children. And the person is told: "Everything is fine, but you are wanted. You need to update your information." And the person is not allowed to cross the border, but is sent to our TCC."

Earlier, we wrote that Ukrainian men abroad will not receive summonses, because at the moment there is no mechanism on how to do this.
