Will Ukrainians abroad receive summonses: the Rada has decided on the issue

Now there is no mechanism on how to issue summonses to militarily liable men who moved abroad. Therefore, Ukrainian men abroad will not receive summonses. However, they can still use the conscript's electronic office and update their personal data remotely.

This was stated in an interview with RBC-Ukraine by Fedir Venislavsky, MP, Member of the Parliamentary Committee on National Security, Defense and Intelligence.

He noted that currently there is no mechanism of how the militarily liable men who are abroad can receive summonses:

"There is no mechanism how to do it now."

Venislavsky also noted that the Committee tentatively rejected the norm to prohibit men abroad from providing consular services if they do not have military registration documents.

"However, we provide such persons with an opportunity through means or telephone communication or through an electronic office to obtain the relevant military registration document or to clarify their data," he adds.

In addition to this, Venislavsky also mentioned the possibility of using the electronic office of the conscript:

"We have left the option to register in the electronic office as a right, not as an obligation. And we also left the option, first of all, for people living outside Ukraine to use the electronic office to remotely update their data without entering the territory of Ukraine, as there will be a problem with the possibility to leave later."

He pointed out that this may also apply to students who are studying abroad and those men who moved abroad before the start of a full-scale war.
