From today, passports are no longer issued to men liable for military service abroad: what are the exceptions

After the signing of the scandalous draft law on mobilization, men abroad were first restricted from receiving even ready-made passports, and now it has been stated that they can only receive them in Ukraine, but there are exceptions.

This is stated in Resolution No. 443, approved by the Cabinet of Ministers of Ukraine (CMU) at an extraordinary meeting on April 24, the Government Portal reports.

According to the document, starting from April 25, 2024, the transfer of internal and foreign passports of men aged 18 to 60 to a separate unit or foreign diplomatic mission of Ukraine to organize their issuance will not be carried out. The documents will be available only at the territorial body/territorial subdivision of the State Migration Service (SMS).

However, there are exceptions for certain categories of persons. These include:

  • persons with disabilities, if they have a certificate confirming their status;
  • persons who have a spouse from among persons with disabilities, if they have documents (notarized copies of such documents) confirming family ties and disability;
  • persons who have one of their parents or the parents of their spouse from among persons with disabilities of group I or II; persons who provide permanent care for persons with disabilities of group I or II;
  • parents or guardians raising a child with a disability under the age of 18;
  • parents with a dependent adult child, who is a person with a group I or II disability;
  • grandparents, stepfathers accompanying children with disabilities, etc.

It is worth noting that CMU Resolution No. 443 concerns documents issued by the SMS of Ukraine based on applications received by the State Enterprise 'Document'. The procedure of the consular service of the Ministry of Foreign Affairs of Ukraine remains unchanged.
