On November 15, NATO Secretary-General Jens Stoltenberg met with Ukrainian Foreign Minister Dmytro Kuleba at NATO Headquarters o discuss the security situation in and around Ukraine. This was statedon the official website of the Alliance.
''In recent weeks, we have seen large and unusual concentrations of Russian forces close to Ukraine’s borders,'' said the Secretary-General. He underlined that NATO remains vigilant and called on Russia to be transparent about its military activities. ''Any further provocation or aggressive actions by Russia would be of serious concern,'' he said.
The Secretary-General and Foreign Minister Kuleba also discussed NATO's strong political and practical support for Ukraine.
At the same time, many Western intelligence services suggest that the next Russia's attempt to destabilize the situation in Ukraine can be expected this winter. It is possible that Russia will use its military force.
Kyiv estimates Russia has deployed as many as 114,000 forces to the north, east, and south of Ukraine — including about 92,000 ground soldiers and the rest in air and sea military forces.
Washington had yet to form a view of Putin’s intentions with the troop surge, based on differing assessments of the Russian threat to Ukraine, said people briefed on the discussions. But, according to the Financial Times, the US fears the latest movements are more serious than akin movements in the spring when Moscow massed similar numbers on the border as part of what it said was an unplanned exercise.
